Employment Relations Officers - Competition 18/24 - Internal & External

Employment Relations Officers

Competition 18/24

Internal & External

The Professional Institute of the Public Service of Canada (PIPSC) is a national union representing some 57,000 professionals and scientists in federal, provincial and territorial public sectors across Canada.  We currently require three (3) Employment Relations Officers for one-year terms at our National Capital Regional Office (Ottawa).  A pool of candidates may also be established to staff Employment Relations Officer (ERO) and similar positions of various tenures (temporary and indeterminate) in the future.

The Position:

Employment Relations Officers are at the core of the services our Institute provides to its members.  They are strong advocates for our members in their dealings with employers.  EROs are called upon to advise and represent members in a variety of formal and informal labour relations processes including in grievances and other complaint resolution processes, in mediation, at arbitration hearings and before various tribunals such as in the context of staffing, occupational health and safety and worker’s compensation matters.

EROs negotiate agreements and settlements on a full range of labour relations matters.  They research, analyse and interpret jurisprudence, legislation, regulations, employer policies, benefits provisions and collective agreements.

EROs collaborate with their colleagues and other specialists and may be required to provide advice to the organization and to develop Institute positions on Institute-wide or group-wide issues, including in support of the collective bargaining process.  They participate in the coaching, training and development of Institute Stewards.  EROs may also participate in and represent the Institute on public service wide labour management committees, national working groups and other national, regional and local committees.

In short, our Employment Relations Officers perform meaningful and challenging jobs in support of our individual public sector employee members and groups as well as their collective interests.

The Candidate:

Successful candidates will have a university degree in industrial or labour relations, in law, or in a related discipline with three to five years of progressive and related experience in labour relations or an equivalent combination of education and experience.   They have a thorough knowledge of the authorities governing employer/employee relations in the federal public service and other jurisdictions where Institute members are employed.  They have strong representational and advocacy skills, a demonstrated ability and experience in representing members at grievance and adjudication/arbitration hearings as well as in union-management consultation meetings.

Successful candidates will have experience in handing complaints and grievances, interpreting collective agreements and maintaining effective working relationships.  They have the ability to counsel members on their employment rights and responsibilities; to conduct interviews, meetings and information sessions; to prepare briefs, arguments, reports and correspondence; and to resolve problems.

Finally, successful candidates will be able to manage their cases with a lot of autonomy while also collaborating, providing expertise and drawing on the expertise of their colleagues.  They require strong communication, influencing, creative thinking, and relationship building skills.

Proficiency in both official languages is preferred; however, unilingual (English or French) candidates may be considered for some positions.

The Salary:       $91,291 to $114,113 (G7) with competitive terms and conditions of employment
