The Professional Institute of the Public Service of Canada, a national union representing some 55,000 professionals and scientists throughout Canada, requires a Human Resources Generalist for a one year term at its National Office.

The Position:

Reporting to the Human Resources Manager and Senior Advisor to the COO & Executive Secretary, the Human Resources Generalist is responsible for providing human resources, employee relations and labour relations advice and expertise to the organisation. The Human Resources Generalist also coordinates matters related to the administration of employee compensation and benefits.The major responsibilities of this position include:

  • Participate in the development of internal policies, conduct research, and make recommendations on alternative approaches for managing human resources programs for approval of the Management Committee and participate in consultation with staff associations on the policies.
  • Provide advice and guidance to management related to the application and interpretation of practices, policies, and collective agreements. 
  • Provide mentoring, training, guidance, coaching and orientation to staff and managers.
  • Draft job descriptions and administer the Institute’s classification system.
  • Participate in identifying collective agreements proposals required for negotiations with staff unions.
  • Administer and provide advice, information and interpretation to management and staff on respective collective agreements and excluded staff terms and conditions of employment, policies and practices.
  • Review and administer applicable employment laws and ensure compliance.
  • Provide advice, assistance, and support to management representatives and coordinate the staff grievance and complaint processes.  Prepare reports on all grievance matters.  Participate in grievance hearings, tribunals, and other labour relations matters.  Assist external counsel on cases referred to arbitration.
  • Participate in the preparation of Memoranda of Settlements for grievance settlements, discharges and other labour relations or human resources matters.
  • In conjunction with the appropriate management representative, oversee staffing processes and ensure compliance with the collective agreement and relevant human resources policies, processes and actions.
  • In cooperation with the applicable Manager, Director or, Chief, coordinate, administer, and negotiate leave agreements, medical accommodation plans, and return to work protocols.
  • Work collaboratively with the Payroll Administrator to coordinate matters related to the administration of employee compensation and benefits.
  • Participate in regular reviews of employee benefit plans with benefit plan providers.
  • Develop and implement practices and processes related to probation, staff recognition, standards and norms.
  • Oversee the administration of Workers’ Compensation claims.
  • Provide advice and act as staff resource to the Executive Compensation Committee.
  • Participate as a member of the Extended Management Team and Workforce Enhancement Program. 

The Candidate:

The successful candidate will have a relevant university degree in labour or industrial relations; Certified Human Resources Professional designation or equivalent designation is also an asset.  Requires five to eight years experience as a Human Resources Generalist/Officer including experience in labour relations, or an equivalent combination of education and experience.  Also required are:  ability to provide guidance, mentoring, motivation, and training to staff and managers; knowledge of legislation applicable to Institute employees and the Institute as the Employer; thorough knowledge of collective agreements governing Institute employees; knowledge of provincial employment standards and workers’ compensation legislation and procedures; knowledge of human resources practices, policies, procedures and trends in related human resources areas; thorough knowledge of staffing practices and procedures; ability to prepare job descriptions; evaluate and classify jobs in a systemic and coherent fashion; ability to assess and evaluate labour relations issues; ability to advise staff on terms and conditions of employment; ability to prepare reports, correspondence, and other documents,


The Salary: $91,291 to $114,113 (G7)
