Your PIPSC CCC Bargaining Team is pleased to announce that on June 21, 2017 we signed a tentative agreement to renew the current Collective Agreement. The Bargaining Team would like to thank all members for their input and support.

The details of the Tentative Agreement are:

  • Administrative changes to maternity/parental leave provisions. This is a change in language that is meant to coordinate the collective agreement with recent legislative changes in order to ensure that the total benefit remains the same.
  • 1.25% economic increase to all rates of pay effective June 20th, 2017
  • A new expiry date of June 19th, 2018
  • An extra personal day that can be used during the 2017-18 Leave Year (a one-time, non-recurring day off)

The Bargaining Team feels that this is the best deal available and it’s to our advantage to extend the duration of the collective agreement by one year.

We are therefore recommending that members vote in favour of the deal.

By voting in favour of the deal, you will be finalizing the Tentative Agreement and securing the changes we’ve agreed to. Your new salary, retroactive pay and bonus Personal Day will take effect soon after the deal has been ratified and signed by both parties.

By voting against the deal, you will be signalling a desire to pursue further negotiations -- which may result in the need for conciliation, and possible strike action. This will further delay a final settlement and may result in the loss of some of these recent gains.

We will be conducting an electronic ratification vote to determine the outcome. The vote will open July 7th at 12:00pm EST, and conclude July 28 at 12:00pm EST.

June 21, 2017

C5.05  Maternity allowance payments made in accordance with the SUB Plan will consist of the following:

(a)

(i) where an employee is subject to a waiting period of two (2) weeks before receiving EI maternity benefits, ninety-three per cent (93%) of her weekly rate of pay for each week of the waiting period, less any other moneys earned during this period;

and

(ii) for each week that the employee receives a pregnancy benefit pursuant to the Employment Insurance Act or the Québec Parental Insurance Plan, the difference between the gross weekly amount of the EI benefit she is eligible to receive and ninety-three per cent (93%) of her weekly rate of pay less any other moneys earned during this period.

and

(iii) Where an employee has received the full fifteen (15) weeks of maternity benefit under Employment Insurance and thereafter remains on maternity leave without pay, she is eligible to receive a further maternity allowance for a period of one (1) week, ninety three per cent (93%) of her weekly rate of pay for each week, less any other monies earned during this period.

C5.14 Parental Allowance payments made in accordance with the SUB Plan will consist of the following:

(a)

(i) where an employee is subject to a waiting period of two (2) weeks before receiving EI parental benefits, ninety-three per cent (93%) of his or her weekly rate of pay for each week of the waiting period, less any other monies earned during this period;

(ii) for each week in respect of which the employee receives EI parental benefits pursuant to the Employment Insurance Act or the Quebec Parental Insurance Plan, the difference between the gross amount of the parental, adoption or paternity benefits he or she is initially eligible to receive and ninety-three per cent (93%) of his or her weekly rate of pay, less any other monies earned during this period;

(iii) where an employee has received the full eighteen (18) weeks of maternity benefit and the full thirty-two (32) weeks of parental benefit under the Québec Parental Insurance Plan and thereafter remains on parental leave without pay, she is eligible to receive a further parental allowance for a period of two (2) weeks, ninety- three per cent (93%) of her weekly rate of pay for each week, less any other monies earned during this period. Adjustments will be made once the employee provides proof of receipt of Employment Insurance or Québec Parental Insurance Plan parental benefits.

(iiii) where an employee has received the full thirty-five (35) weeks of parental benefit under Employment Insurance and thereafter remains on parental leave without pay, he/she is eligible to receive a further parental allowance for a period of one (1) week, ninety three per cent (93%) of his or her weekly rate of pay for each week less any other monies earned during this period, unless said employee has already received the one (1) week of allowance contained in C5.05 (a) (iii)

C9.01

(a) Subject to operational requirements as determined by the Corporation and with an advance notice of at least five (5) working days, the employee shall be granted, in each fiscal year, seven point five (7.5) hours of leave with pay for reasons of a personal nature. For leave year 2017-2018, on a one-time basis only, the employee shall be granted an additional seven point five (7.5) hours of leave with pay for reasons of a personal nature.
