Collective Bargaining

Congratulations to our bargaining teams for their hard work and success over a very long and difficult round of bargaining! When we first started this process, the outlook was grim. Today, we have a lot to celebrate. Approximately two-thirds of our members are now, or are on the verge of being, covered by a signed collective agreement. We are now focusing our efforts on reaching deals for our remaining Groups and members.

  • Some key accomplishments that affect tens of thousands of PIPSC members were realized over the course of this round of bargaining. They include:
  • A Memorandum of Understanding with the Treasury Board on the critical issue of employee wellness and the protection of sick leave.
  • In a historic, precedent-setting victory, we successfully negotiated protections against the “muzzling” of Canada’s federal scientists. Research (RE) and Applied Science and Patent Examination (SP) Group collective agreements will now enshrine our members’ right to speak freely about science and their research.
  • Our bargaining teams were able to obtain additional market adjustment increases for thousands of PIPSC members, though we realize that many remain disappointed with the limited progress on monetary issues. Public service professionals deserve better pay and we will continue to press the Employer in this regard during the next round of negotiations.

Significant improvements were achieved on the issue of contracting out the work of government IT professionals.

Latest Bargaining Updates

11 July 2018
As the negotiations for the renewal of your collective agreements continue in to the fall (2018), your bargaining teams would like to clarify the issue of hours of work. Negotiations have happened around moving to a 40 hour work week. Though at this time this proposal has not yet been signed off. We are still discussing compensation for the 40 hours, format of the 40 hours, start times, and how to calculate accrual and use of leave (vacation, sick leave, etc).

Bargaining Update and Survey Results Spring 2018 Dear WTEG & WPEG Members The Company and the combined bargaining teams of WTEG and WPEG negotiated March 20-22, April 18 and May 29-31. The last two sessions concentrated on monetary issues.

This agreement must be ratified by the RO/RCO membership. An electronic vote will be held in order to ratify the agreement. Only members in good standing will receive by e-mail the voting instructions and a voting code during a two (2) week period beginning May 25th, 2018.

The deadline for the Employer to process your retroactive pay was May 12, 2018 and has now passed. If you have not received your retroactive pay, you should immediately fill out a Phoenix Feedback Form, contact your Employer’s Human Resources Department, and contact our dedicated PIPSC Phoenix staff about filing a grievance.

Members of the Bargaining Team for the SH Group met with the SH Subgroup Presidents in Ottawa May 7, 2018. The members of the Bargaining Team then met May 8 and May 9, 2018 for preparatory meetings for the upcoming round of bargaining.
