The Professional Institute of the Public Service of Canada submitted a grievance on the 24th of September 2014 regarding the employers’ decision to implement paid parking at CFB Halifax effective September 1, 2014.
The Institute was represented by Employment Relations Officer Barry Hebert at this level.
This message is a follow-up to the DND Consultation Team efforts to address this issue first through consultation with the members at our “Lunch and Learn” sessions at the Halifax Club in 2014, and subsequently with CFB Halifax management by DND Consultation Atlantic Region Representative Everett Scott and myself.
As you are aware, the Department refused to have meaningful consultation on this issue and implemented it with no input from the Institute. We made several attempts with our bargaining agent counterparts at CFB Halifax to resolve this issue and to address our members’ concerns at the consultation tables established with the CFB Halifax workplace.
The Department refused to consult meaningfully on this issue and the grievance was filed as a result of this failure to consult meaningfully.
It is our unfortunate duty to report that the grievance has failed at the final level and that the paid parking will remain as implemented on September 1, 2014.
