The Contracting Out Action Team (COAT) would like to give you an update on our efforts thus so far in trying to ensure that our collective agreement with regards to article 30, contracting out, is adhered to by our employer.  For the past two years, the team has reviewed over 1200 contracting out tenders for IT work, of which, we have placed over 850 policy grievances.

On November 20, 2019, six of these grievances were heard by Treasury Board.  TBS has asked for an extension to respond, and so, the response is due on February 14, 2020.  We are currently trying to book two more hearings to have twenty more grievances heard.

1st Place – National Defence with 118 Grievances out of 154 tenders

2nd Place – Immigration, Refugees and Citizenship Canada with 112 out of 122

3rd Place – Global Affairs with 106 out of 121

4th Place – Shared Services Canada with 105 out of 136

We will continue our efforts as long as necessary and we will increase the awareness around outsourcing and contracting out in 2020.
