Minutes of the Annual General Meeting of November 5, 2019

The Annual General Meeting (AGM) of the Quebec City NR Sub-Group (SG NR VQ) was held at the Pacini restaurant (1280, Boulevard Lebourgneuf) in Québec City.

  1. Call to Order, Verification of Quorum and Opening Remarks

At 6:25 p.m., the President, Jean-Luc Bédard, after verifying the quorum, declared the AGM open. He welcomed the eight members and our guest, Robert Melone. 

The President introduced the three members of the Executive Committee present: Janot Alain (Vice-President), Jean-Sébastien Binette (Secretary/Treasurer) and Omar Kali.

  1. Review of the Notice of Meeting

Since the notice of meeting was sent to all members by email, the President suggested that it not be reviewed, and no member objected.

  1. Review and Approval of Agenda

As the agenda was sent to all members by email, the President asked that it not be reviewed.  Moved by Omar Kali, seconded by Janot Alain, the agenda was approved unanimously.

  1. Review and Approval of 2018 AGM Minutes

Since the 2018 AGM minutes were emailed to all members, the President asked that the minutes not be reviewed and asked the members present if they had any comments or corrections.  Moved by Fernand Bégin, seconded by Yves Payette, the minutes were approved unanimously.

  1. President’s Report

Jean-Luc Bédard reviewed the reasons for the creation of the Sub-Group, gave an overview of the representation of members among City of Québec departments in 2018 and presented a summary of the activities that have taken place since 2018:

  • 2018 SG NR VQ AGM (November 8, 2018)
  • Participation of Jean-Luc Bédard as a guest at the ENG 2025 Forum of the Assistant Deputy Minister Materiel (ADM-Mat) of DND
  • Presidents Meeting of the 21 NR Sub-Groups (June 8, 2019)
  • NR Group AGM (June 9, 2019)
  • First Executive Committee Meeting (September 25, 2019)
  • Participation of Jean-Luc Bédard at the Québec City Branch AGM (October 24, 2019)

The goal for 2019–20 is to continue to address job classification inequity and implement a professional development and career progression plan for NRs.

  1. Treasurer’s Report

Treasurer Jean-Sébastien Binette presented the financial statements for the year ending December 31, 2018.  The year ended with a surplus of $683.82 and a bank balance of $665.23.

Moved by Janot Alain, seconded by Pier-Frédéric, the 2018 financial statements as presented were unanimously approved.

  1. Appointment of an Auditor

Our auditor since 2016, Robert Durocher of the Valcartier Research Centre, has not been contacted to check if he still wishes to be an auditor for 2019. Jean-Sébastien Binette will check with him. If he declines our invitation, Patrick Lacoursière has agreed to be appointed as auditor. Moved by Jean-Sébastien Binette, seconded by Yves Payette, it was unanimously agreed to appoint either Robert Durocher or Patrick Lacoursière to this position for 2019.

  1. Executive Committee Elections

The President asked the floor if there were any other members interested in serving on the Executive Committee, but no new members came forward.

The four current members of the Executive, Jean-Luc Bédard (President), Janot Alain (Vice-President), Jean-Sébastien Binette (Secretary/Treasurer) and Omar Kali are up for election.  The four members were acclaimed.

Officers will be appointed at the next Executive Committee meeting.

The Executive Committee for the coming year will be composed of:

  1. New Collective Agreement

Janot Alain presented the highlights of the NR Group’s new collective agreement. He highlighted new salary increases (2% on October 1, 2018, 2% on October 1, 2019, 1.5% on October 1, 2020, and 1.5% on October 1, 2021) and salary adjustments (0.8% on October 1, 2018, and 0.2% on October 1, 2019). In addition, a retroactive payment will be made in the coming months representing a total of 5.08% of the September 30, 2018, pay rate.

Janot Alain also mentioned the five days leave obtained to compensate for the problems with the Phoenix payroll system, and a lump sum payment of $400. Finally, he provided information on the new sick leave formula that is being negotiated at the Central Table.

 

10. Career Development and Progression

There has been little progress on this matter since September 2018.

No Business arising from the minutes.

12. Closing of the AGM
