The NRC-LS Group ratification package and tentative agreement next steps.
Summary: The National Research Council – Library Science (NRC-LS) bargaining team is pleased to announce that on January 25, 2024, we reached a tentative agreement with the National Research Council to conclude this round of collective bargaining. We believe we have reached the best deal possible in this round of negotiations.
Highlights of this tentative agreement include:
- 13 % wage increase over 4 years;
- $2,500 lump sum payment;
- A new letter of agreement on telework;
- And other gains, including improved access to domestic violence leave, the addition of bereavement leave for stillbirth, and leave for traditional Indigenous practices.
This agreement must now be ratified by the NRC-LS Group membership. An electronic vote will be held to ratify this agreement. All regular members in good standing will receive the voting instructions by email.
We are hosting online information sessions to provide more details on the agreement and give members like you an opportunity to ask questions before you vote. Please mark your calendar with whichever session best suits your schedule:

The voting will be open from February 28, 2024, at 1 pm ET to March 13, 2024, at 4:30 pm ET. You will receive voting instructions via email. If you do not receive the voting ballot by March 1, 2024, please email Elizabeth Morin at emorin@pipsc.ca.

A “Yes” vote means: You are accepting all the changes proposed in the tentative agreement. Those changes will take place at the date of the signing (except as otherwise noted) and the employer will have a period varying between 180 and 560 days to implement them (this includes any retro pay).
A “No” vote means: You reject the tentative agreement and instruct the NRC-LS Group Bargaining Team to pursue further negotiations, with a high likelihood of heading to arbitration.
The NRC-LS Group Bargaining Team believes we accomplished the best deal possible in this round of negotiations.
