PIPSC National Consultation Team
Canadian Space Agency
Preamble
These terms of reference define the composition and responsibilities of the PIPSC National Consultation Team for the Canadian Space Agency (“the Team”). They are intended to clarify the internal functioning of the Team within the framework of the PIPSC Policy on Union-Management Relations and Consultation Guidelines.
1. The PIPSC Consultation Structure within the ‘Canadian Space Agency’
The PIPSC Consultation Structure in the ‘Canadian Space Agency’ (CSA) is composed of structural components:
a) the PIPSC Stewards at CSA,
b) the PIPSC Consultation Community within CSA,
c) the PIPSC National Consultation Team for the CSA, and
c) the Executive of the PIPSC National Consultation Team for the CSA.
2. Composition and Selection
2.1 The National Consultation Team for the CSA is composed of the:
National Consultation Team
It must include:
- A President
- A Vice-President
It could include:
- A representative of the National Occupation Health & Safety (NOHS) representative (i.e. co-president of the NOHS committee)
- regional representatives
- occupational/classification group representatives
- representatives from National Organizations with Delegated HR authorities,
- representatives from national consultation projects
2.2 In accordance with the PIPSC governance if there are more than fifteen volunteers to serve on the Team, members will be selected based on the following criteria:
Union Steward involvement,
Professional Group or sector Stewards,
Knowledge of CSA and of the Institute,
Experience in local or regional consultation.
2.3 The position of President is selected in accordance with the PIPSC policy on Union-Management Relations: Consultation and Co-development. Excluding the position of National Occupation Health & Safety (NOHS) representative, all other positions are assigned by the president.
3. PIPSC Consultation Community within CSA
In accordance with the PIPSC Policy on Union-Management Relations, all consultations with the employer are to be conducted through PIPSC Stewards. PIPSC Stewards involved in consultation, whether formal or informal, make up the PIPSC Consultation Community within the CSA.
4. PIPSC National Consultation Team for CSA
4.1. National Consultation Ad-hoc Committee Representatives
The Consultation Steward representing PIPSC membership on National Ad-hoc Committees may have a position on the PIPSC National Consultation Team for the Canadian Space Agency. The representative may have a seat on the team for the duration of the Ad-hoc Committee.
4.2 PIPSC National Consultation Structure for CSA
The PIPSC National Consultation Structure for CSA includes the following positions:
1. President
2. Vice-President
3. Other positions
4.3 Other positions
The team may define other positions as necessary. The consultation team must endorse the addition of any new position(s) to the team.
5. Responsibilities, Functions and Roles
All members of the Consultation Team are responsible for representing the Institute with the employer, and for representing and conveying the Institute’s objectives and decisions to members and the employee, as defined by the PIPSC Policy on Union-Management Relations.
5.1 PRESIDENT
The consultation team president is the primary contact between the department’s ‘departmental leadership designation’ and its senior management level.
The role of the President is as defined by the PIPSC Policy on Union-Management Relations.
5.2 VICE-PRESIDENT
The vice-president of the national consultation team assists and replaces the president as required.
5.3 EMPLOYMENT RELATIONS OFFICER (ERO)
The employment relations officer provides assistance and guidance to the national consultation team.
5.3 Occupation Health & Safety (OHS) Representative
The National Occupation Health & Safety (NOHS) representative informs the consultation team of health and safety issues at CSA.
6. Annual National Consultation Team Meeting
The president will coordinate the organization of the annual team meeting to be held each year.
