Good day,

Your Consultation Team would like to provide you with information regarding the recent announcement of the Government of Canada’s Comprehensive Expenditure Review (CER).

While it will be some time before the department knows what the impact will have for employees, we want to assure members that we are taking proactive steps to consult, provide suggestions, and ensure all processes within our collective agreements are followed accordingly.

As a result of the Refocusing of Government Spending Initiative announcement, it was agreed there would be a monthly meeting held between senior management and union partners to discuss ESDC Financial and Staffing Strategies.  Dean Corda, along with Lynn Ohlson and Yvonne Snaddon participate at this table on your behalf.  Up to this point the department has been able to meet its budget goals through attrition and program cuts.  There has been some reduction of term employees and the introduction of rigorous approval processes for hiring.  We have also exchanged draft terms of reference for a national Workforce Adjustment (WFA) Committee to ensure that we are prepared when or if one may be required.

Nationally, PIPSC will be lobbying at the political level and preparing to assist members with the alternation process should WFA be invoked.  Your Consultation Team will continue to work at the departmental level and share information as it becomes available.
