(Consultation Team @ DFAIT)

Preamble

These terms of reference define the composition and structure of the Consultation Team @ DFAIT (“the Team”). They are intended to clarify the internal functioning of the Team within the framework of the Institute’s Policy on Union-Management Relations.

DFAIT: Department of Foreign Affairs and International Trade

PIPSC: Professional Institute of the Public Service of Canada (“The Institute”)

Requirements

1. Composition and Structure

1.1 The Team will be composed of all DFAIT stewards.

1.2 An effort will be made to ensure appropriate representation.

2. Positions

2.1 President and Vice-President

The President and Vice-President of the Team will be elected every two years by all members of the team and recommended to PIPSC.

2.2 As per the LMCC Terms of Reference, the President and Vice-President of the Team will attend LMCC meetings.

3. Budget

3.1 The President of the Team will be responsible for preparing a Team budget and submitting it to the Institute for approval.

3.2 The President of the Team will be responsible for managing the budget as approved.

3.3 In accordance with the Institute’s Policy on Union-Management Relations, the Team will annually meet in person.

4. Team Communications

In accordance with the Institute’s Policy on Union-Management Relations,

4.1 Communications among Team members is necessary for the purposes of preparation for consultation, post-consultation debriefing, dissemination of information, and other team business.

4.2 It is expected that the bulk of communications between Team members will not be in person. Modern technologies (including but not limited to teleconferences, videoconferences, newsletters, web-based information, electronic discussion groups, and email) will be the primary form of Team communications.

4.3 Communication with the Institute Employment Relations Officer is to take place on a regular basis.

4.4 The Team will communicate with DFAIT members on consultation activities once a month. This is normally done electronically.

4.5 LMCC meeting minutes will be posted on the DFAIT consultation webpage after each meeting.

4.6 When required by the Institute, the Team will provide a briefing note to the Institute’s Executive Committee.

5. Working Group on Consultation

5.1 The President of the Team will be the Team representative on the Institute’s Working Group on Consultation.
