Preamble
These Terms of Reference define the composition and structure of the PIPSC Consultation Team for RCMP (the “Team”). They are intended to clarify the internal functioning of the Team within the framework of the Institute’s “Policy on Union-Management Relations”.
Definitions:
“Region” - As per RCMP Region
“Division” - As per RCMP Division
“District” - As per RCMP District
Requirements
1. Composition and Structure
1.1 The Team will be composed of all Stewards in the RCMP conducting consultation under the authority of the Team President.
1.2 The Team, under the authority of the Team President, will define a Team structure consisting of four (4) levels - National, Regional, Divisional, and District.
1.2.1 Each level will serve as a conduit of information and concern to the adjacent level.
1.3 The National and Regional level will normally have an elected President and Vice-President.
1.3.1 The National Team will have representatives from all occupational groups, where possible, and Regional representatives as follows:
- Pacific - 1
- NWR and depot - 3
- Central - 1
- HQ - 2
- Atlantic - 1
2. Positions and Appointments
2.1 National President
The National President will be appointed by the Institute, taking into consideration recommendations made by the Team. The appointment will be reviewed every three years, with the appointment renewed or a new appointment made at that time.
2.2 National Vice-President
The National Vice-President will be appointed by the Consultation Team, under the same review and terms as the National President.
2.3 Regional Presidents and Vice-Presidents
The Regional Presidents and Vice-Presidents will be appointed by the National
Consultation Team President, based on the recommendation of the divisional
representatives, under the same review and terms as the National President.
2.4 The Divisional Representatives will be appointed by the National Consultation Team, based on the recommendation of the Regional Team with input from the District, with the same review and appointment terms as the National President.
2.5 The District Representative will normally be a Steward from that office.
3. Union Management Consultation Meeting Attendees
3.1 National Consultation
The National President and Vice-President, or designated alternate(s), will normally attend all national meetings.
3.2 Regional Consultation
The Regional President and Vice-President and/or one other Steward, will normally attend all regional meetings.
3.3 Divisional Consultation
The Divisional Consultation Meetings will normally be attended by the Divisional Representative.
3.4 District Consultation
The District Consultation Meetings will normally be attended by a local Steward. If there is no on-site Steward, or none available, meetings may be attended by a Divisional or Regional Representative.
4. Budget
4.1 The President, in consultation with the Team, will prepare a Team budget and submit it to the Institute for approval.
4.2 The President will be responsible for managing the budget as approved.
4.3 A Team meeting will be held annually.
5. Team Communication
5.1 Communication among Team members is important in order to prepare for consultation, debrief after meetings, to disseminate information, and for any other team business.
5.2 It is expected that the majority of communication between team members will be via email, teleconference, videoconference, electronic discussion groups, web- based information, and newsletters.
5.3 The Institute Staff Representative (ERO), will be included in the communication, as necessary, in order to keep them up-to-date.
5.4 Communication with RCMP Institute members will normally be done electronically. A quarterly update on consultation activities will be done.
5.5 Minutes of consultation team meetings, and any other information or messaging of concern to RCMP employees, will be posted on the PIPSC RCMP Consultation Team Web Site.
5.6 The National Consultation Team will provide a Briefing Note to the Institute’s Executive Committee, if requested.
