GENERAL GUIDELINES
Work with Director Scriver on the development of a consultation secretariat in the Office of the President;
Liaise with consultation teams, the Working Group on Consultation and the Advisory Council to communicate the strategic directions of the Institute and build linkages between the work of these bodies and the key strategic result areas of the organization.
Document feedback from consultation team members and others with regard to their experiences, success stories and suggestions related to consultation.
Conduct a review of the consultation framework at the Institute, having particular regard to the areas for review identified below , including the establishment of a consultation secretariat in the Office of the President.
Produce a work plan with deliverables, milestones and time lines for completion of the work identified below.
Submit progress reports to President Daviau on a bi-monthly basis.
Submit a final report to President Daviau by December 1, 2017.
AREAS FOR REVIEW
- Review By-Laws, regulations and other foundational documents related to the Institute’s consultation framework to determine if activities are consistent with the generally understood intent of the foundational documents;
- Review and document current roles and responsibilities of the various players within the Institute’s consultation framework;
- Research best practices within the union movement to identify best practices;
- Propose a framework for a consultation secretariat within the Office of the President;
- Identify the purpose, strategies and operations associated with a consultation secretariat;
- Propose mechanisms to ensure two-way and multi-lateral communication between consultation entities and the Office of the President;
- Identify processes to ensure that appropriate senior elected officials are aware of and in attendance at consultation meetings and events involving senior employer representatives;
- Identify means and processes for communicating key national-level messages to consultation teams and for receiving input from consultation entities on emerging issues and trends;
- Identify mechanisms for the timely posting and distribution of meeting minutes and other documents from consultation entities.
