CSC National Consultation Team Update 2 of 4

ATLANTIC REGION

We have been very active in the Atlantic Region. Having RLMC on a regular basis. I have also worked with stewards to organize and consistently attend LM meetings at their sites to attempt to address local issues. There are many new stewards in the Region who are still learning their roles and require regular support. Implementation of 24 hour nursing in two sites is ongoing; evaluating rosters and presenting staff concerns, also implementation of purposeful hourly rounds and the institutional and staffing barriers it presents. In our Regional Reception Center where nursing staff are required to deliver medication and some services at least four times a day to units that are not enclosed (in all weather conditions) we are advocating for institutional outerwear.

Community has recently had a member step up and do steward training. We are working on strengthening this relationship and addressing community issues.

A challenge I face is recruiting someone from the IT group to step up and become a steward.

The Center of Excellence is in the planning stages and I am continuing to try and encourage one of the stewards who works in this area to become involved. I will attend the planning meetings in the meantime.

QUEBEC REGION

The report for the Quebec region from January to February 2025 includes.

Member involvement: We recruited at least 7 members to be delegates and 2 resignations in December.

New delegates: Valérie Beaupré, Jonathan Godin, Laurie Goulet, Caty Poirier and Charles Bélanger.

Waiting for training: 3 delegates, one at Macaza, two at Joliette.

Resignation: Nancy Lavoie and Charles Bélanger.

Establishment I have to cover: Macaza and Centre Formation Fédéral (CFF). The members are involved in both sites, they send me a bi-monthly update on the situation of their site.

Bilat meeting: Meeting with the Director of Health services bi-monthly or as needed to discuss urgent problems or find alternatives to manage them.

We have discussions on the work climate, on the programs to be implemented such as: Targeted hourly rounds, 24/7, syringe exchange in institutions, supervised injection center and the CSSP.

I organized several TEAMS meetings with all the mental health nurses who are affected by this program from the 10 institutions in the presence of the employee relations officer, to discuss the implementation of the CSSP program, find alternatives, encourage them to participate in local discussions with managers and take their concerns to bring them to the region.

The other TEAMS are at the request of members in certain institutions who have concerns about all the new programs implemented

Management-Union Meeting: Four times a year which brings together all the delegates from the Quebec region. The agenda contains permanent topics in the presence of the Deputy Commissioner.

All topics discussed at the local level that have not been resolved, we discuss them at the regional level.

Work climate: currently, an independent firm has been hired to work on the work climate at Donnacona, the 3 unions work together USJE/UCCO/PIPSC.

We are waiting for a meeting with the firm to clearly determine their mandate.

Visit of the establishments: I visited several sites and met with members such as: Macaza, Cowansville, Joliette, CRSM and Archambault.

Transfer of power: I represented PIPSC during the transfer of power of the Deputy Commissioner, Quebec region on May 9, 2024 and the Director of Macaza on May 29, 2024.

Meeting with the Minister of Public Safety of Canada and Intergovernmental Affairs during his visit to the Macaza establishment with the three union representatives on November 1, 2024. We informed him of our issues in the Quebec region in terms of health, safety and others. I realized that he does not know our reality, it was necessary to dissect our roles and our issues.
