As you may know, Library and Archives Canada (LAC) recently decided to pause the Career Management Program for Historical Research (HR) staff for at least 2 years, effective April 1, 2025. 

PIPSC was not consulted on the decision to pause the program for HR members, and no alternative program was proposed. 

PIPSC is working on a response as we learn more. LAC’s decision may be grounds for a potential group grievance. LAC’s decision to pause the program may contravene the Public Service Employment Act and the Public Service Employment Regulations

The more members who come forward to participate in a response, the stronger our case may be. We would especially like to hear from HR members who have applied for promotion in the last two years but have not completed the promotion process.

Background:

Leslie Weir, Librarian and Archivist of Canada, announced the decision to pause the Career Management Program during a special meeting with unions on March 19, 2025. 

During a second meeting between LAC and PIPSC on March 20, 2025, LAC management representatives confirmed and explained their decision to pause the program for HR members. 

On March 25, 2025, LAC informed HR members of this decision by email.
