From the President …
As we near the end of 2018, we can be thankful for many things. After several years of frustration, we ratified a new collective agreement and began work on classification reform.

Your Bargaining Team is very pleased to announce that in the early hours of December 15, 2018 a Tentative Agreement was signed with the Employer, completing this round of negotiations.

With the transfer from active contributors to the Public Service Pension Plan complete some of our members have been approached with the “opportunity” to cash out their defined benefit pension plans and invest this money with a local financial advisor or investment advisor.

After over a year of delays from NRC, PIPSC and RCEA met with the employer on Thursday December 13th. The employer had not yet received their mandate, and therefore the discussion was somewhat limited but productive nonetheless. High level conversations covered each side's concerns.

The AFS Bargaining Team was scheduled to meet with CRA management December 18 to 20 to continue negotiations to renew our collective agreement. Unfortunately, it became clear to our bargaining team that the Treasury Board has not provided CRA with a mandate to resolve our concerns.

In accordance with the NR Group Constitution, By-Law 8 Elections, the Group Elections Committee is sending out a Call for Nominations for the following seven (7) positions on the NR Group Executive: 4 in the NCR (Three for a two year term and one for a one year term), 1 in Ontario, 1 in Quebec, and 1 in Prairies.

Prior to the Group AGM, there were eight vacancies and six nominations were received. All nominations were reviewed and deemed eligible. As a result Feng Ni, Cathy Cheung, Keith Yeung, Stephan Grosse, Craig Bihun and Patricia Loder were elected by acclimation.

Friday, December 7th was the implementation deadline for NRC management to issue your retroactive pay and implement the new pay scale. That date was, according to the new collective agreement, 120 days after the new contract was signed (August 9, 2018).

As Treasury Board was not fully ready to discuss and negotiate your Group’s proposal and its offer, it was mutually agreed to cancel the December meeting and reconvene in the beginning of the new year (January 16 to 18, 2019).

Our latest collective agreement includes establishing a remote nursing sub-committee. The purpose of the committee is to inquire into the circumstances that lead to concerns about administrative or operational inequities experienced by nurses in remote stations as compared to nurses working in other locations of the employer.

In crafting its proposal, the Institute recognized the priority the Government has placed on science and research, their inclusion in decision-making, and strengthening the support for fundamental research. On November 28, PIPSC - BC/Yukon Region - Yukon Branch demonstrated support for fellow unionists of PSCAC YEU who are on strike in Whitehorse. The branch made a generous donation of $1000 to support PSAC Many Rivers’ counsellors and staff.

A document that proclaimed the inalienable rights which everyone is inherently entitled to as a human being -- regardless of race, colour, religion, sex, language, political or other opinion, national or social origin, property, birth or other status.

Your AFS Executive members recently participated in a Positive Space Awareness LGBTQ2+ training session. The session was informative and an excellent opportunity to exchange thoughts on how we all support an open healthy work environment for everyone.

Your bargaining team met November 30, 2018 to discuss the bargaining survey results. Members' level of participation and written comments are encouraging. Your continued support and engagement is essential in helping us draft proposals and determine priorities for this round of bargaining.

Phoenix continues to be one of the major issues our federal members are facing. The government has taken on an aggressive procurement process tohave a new program selected by the Spring 2019 for approval by all parties. It is still a wait and see process.
